You tin use these rules to give y'all some thought which form to use:

I can detect the books = a statement (Red = personal pronoun - Bluish = verb )

Can I detect the books = a question (and should exist followed past a question mark = ? )

Also:
'Tell me' = an imperative/an order.
Information technology is rude or agressive to follow an imperative with a statement.
This may exist appropriate in a military setting, just not in common speech.

Nosotros can brand 'tell me' more than polite by turning it into a question:

Can you tell me where... ?

The rule 'practise not follow an imperative with a statement' is reversed for a question:
'complete the sub-clause of a question in the argument course'

This sub-clause is too a type of wh- clause in grammar books.
You could also look upwardly: subordinating conjunction of identify

1st Clause ... Conjunction 2nd (Wh -)clause:

(Can you)Tell me ... where ... can I/I can find the books

I observe that mrr5052 has pointed out the manner in which we can reduce the stress on 'tell me' to make it sound less impolite. Note that this is only in spoken English.
